Upgraded to iOS 15.4 and now photo stream isn't working with HEIF but will work when the camera is switched to "Most Compatible" so if you are having this issue that is a work around until apple fixes this.

Me too. It's 'one in, one out' as far as Apple bug fixes go these days.
Are you able to try again? I just did a test photo using the "High Efficiency" mode. Then logged into icloud and sure enough, the photo is there.

"Photo Stream" is broken with iOS/iPadOS 15.4 regarding uploading HEIF images into the stream.
JPEG ["Most Compatible"] images do work this is actually not what you want.

Update: I just took a photo using high efficiency mode. Then moved to my photo stream. Sure enough, it showed up on my other device. Both running iOS 15.4.

My guess is that you haven't turned off "iCloud Photos" on these devices. That could definitely play a role here since I do use icloud photos. I specifically moved a photo to the photo stream
album though, not sure if that is the same thing or not though, sorry.
This bug seems to occur with "My photostream" only.

Banging my head against the wall for 2 days with this issue. Sure enough, switched to most compatible in settings> photos and boom, pics showing up in photo stream.
I wonder what caused the high efficiency to fail on stream… hopefully bug fix soon. iOS 15.4 [photo stream] iPhone 13 pro

I have same problem. I called support and even went so far as to erase all content and settings, and restore and set up as new phone. Signed in to iCloud and turned on photo stream. and still not working. So I'm convinced this is a 15.4 issue with photo stream. I am also worried this will never get fixed. I have a case number and will let you know when/if I get resolution.

I also turned off my photo stream and lost all these photos because of it. It’s not worth switching to compatible mode for me as Heic is so much better

I got to a senior advisor and they basically said it's old and unsupported. No new development on photo stream. Sounds like it's not going to get fixed.

It’s a pain but you can use iCloud.com to upload them from your phone. I’ve had 8 photos stuck for so long I tried it that way and it worked super fast.

yeah they suggested using iCloud photo library or shared albums. I liked that it was automatic and only the last 30 days or so. Oh well. we will probably do iCloud photo library and have to manage it and sync to computer when we want something in our big library. bummer but I knew the day would come.

instead [and amazon works with live photos unlike Photo Stream]

Apple no longer allows new iCloud accounts to even access Photo Stream. It's a legacy feature only for existing accounts. So whether or not this is intended or a bug - it's unlikely to get fixed.
Apple wants iCloud to be next to useless unless you pay monthly for storage, apparently.

Yep, like Google et al. All have spent a lot building out infrastructure, I can't begruge them for wanting to charge. Just sucks as photo stream was great for how I used it...

Sandisk also makes a nice lightning/usb thumb drive along with a companion app that makes it dead easy to pull photos off an iPhone And load onto the thumb drive.

and I should be able to move data between them on my LAN without paying a fee services has previously offered for free.
For me as an user [since 1989] the past 6-7yrs its been a 'closing door' with the whole ecosystem. When these 'features' were first introduced at WWDC they were cheered; you weren't required to pay anything, just your ID and your Macs— it just worked. [they did the same with iTunes when they moved to Music.]
...and Im not saying shouldn't have
products/services they charge a fee for. Im saying its reprehensible to offer features for years then, quietly in an 'update' discontinue its use—unless you accept some bundled monthly service.

But again, they offered the 'sync feature' free [and at the cost of upgrading your hardware to get that feature]-now quietly taking it away. its a crappy way to treat your users.
